What is causing this? (Baldwin pear)

I added a Baldwin pear to my tree collection this year and, over the last month or so, it appears to be getting hammered by something. The leaves looks like this, some worse than others, with some branches appearing more afflicted than others. I don't think the tree's survival is is in danger, but it does appear that its growth is lagging compared to others.

Any ideas to cause and/ or treatment (if needed)?
 
Scab. Pears can get it as well, though typically not as common. I wouldnt worry about spraying it unless it starts to get much worse. Some pears are phytosensitive to Captan fungicide so keep that in mind as well.
 
I appreciate the help! So then, I should just monitor this year then hit it at green up next year?
