Is this a noxious grass/weed?

These horses eating this in their hay have irritating gums.

It looks like foxtail, which can definitely irritate the gums of horses. In severe cases it will lodge in the mouths and cause even worse problems that might require a vet to remove. First thing I would do is get rid of that hay.
